Garrett Toy, TCSD General Manager, began working for the District on May 16, 2022. Garrett has over 30 years of experience working in local government. He has served in senior management roles for various sized communities with approximately 10 years as Town/City Manager and 13 years as a Department Director. Specifically, he was the Town Manager in Fairfax for approximately 8.5 years and served as the Chair and Vice-Chair of Zero Waste Marin. Garrett has a BA in Legal Studies and a Masters of Public Policy both from Cal. He currently lives in Terra Linda with his family.
Alan joined the District in January 2022. He was born in Boston and grew up in Southern California. He is a graduate of Cal State Long Beach where he studied Political Science and Public Administration. With over 25 years of experience in local government working in several cities throughout California, but primarily in the Bay Area, he has a lot to offer TCSD. He has enjoyed working in a variety of roles over the years, including overseeing recreation, recycling and serving as Assistant City Manager in several Bay Area communities. In his free time, he enjoys running marathons, hiking, traveling, and reading. He is looking forward to working with TCSD to maintain and enhance the special quality of life offered in Tam Valley.

Mike joined the District in January 2018. He has 24 years of experience in the sewer industry, as well as a background in facility and vehicle maintenance. Mike was able to easily pass his Class B license and earn a certificate from California Water Environment Association (CWEA) for Sewer Collection Maintenance 1. Mike is managing and collaborating with engineers on several projects that are keeping Tam Valley safe and beautiful.
In his spare time, Mike enjoys spending quality time with his family, fixing antique and muscle cars, and tending to his chickens, often bringing in eggs for his co-workers.
Sarah Mehtar joined TCSD as an Analyst in 2018, she splits her time assisting the Finance Department and also with the Sanitation & Solid Waste Management departments assisting with regulatory reporting requirements and several other projects. She is currently serving as the Programs & Finance Manager. Sarah is a graduate of the University of California at Berkeley where she studied Environmental Engineering Science.
In her spare time, Sarah enjoys spending time with family, baking, and traveling. Sarah is a local Mill Valley resident so you may run into her on any of the local hiking or walking paths.
Camille joined the district in June of 2022 to help with Creekside Fridays. She joined the District full time in August of 2022. She has over 20 years experience in events and communications. She attended California College of Art and Art Center College of Design focusing on art and design. She worked in the film and events industry in Los Angeles for many years before returning to the Bay Area to raise her family. She was born and raised in Mill Valley and has deep roots in the community. Most recently, she worked in Fairfax, first with Parks & Recreation and then Communications and Marketing. She is looking forward to working with the Tam Valley community to nurture the rich history of the area and honor the traditions that have been built.
Natalie joined the district in March of 2023. She has over 25+ years of experience in Talent Acquisition in both corporate and healthcare. She has a BS from Eastern Illinois University. She lives in San Anselmo, with her family. She loves Marin County and all the beautiful nature that surrounds us.
