Board Goals & Priorities
At its annual retreat , the Board discusses Goals & Priorities for the year. The Goals & Priorities are adopted at a regular Board meeting. Staff provides the Board with periodic status updates on the Goals and Priorities.
2025 GOALS & PRIORITIES
- Develop plan for Cabin Improvements and integrate into the Community Center Masterplan.
- Focus on website improvements to make it more user friendly and easier to navigate
- Develop implementation plan for the Community Center Masterplan including phasing options with Phase I to be completed in FY25-26.
- Activate community support for and participation in TCSD projects/programs/events including volunteer efforts and fund raising.
- Adopt update to the 10 Year Wastewater Financial Plan including an analysis of cost allocations and expansion of sewer lateral inspection program.
- Adopt Emergency Operations Plan (Disaster Preparedness and Response Plan)
- Explore grant opportunities to address climate change/sea level rise with focus on developing pilot/demonstration projects.
- Create more opportunities to collaborate with the Tam Valley Business Community.
FY24-25 KEY TCSD ACCOMPLISHMENTS
- Awarded bid and completed Community Center fence replacement project, including expanding programmable space in the gravel lot up to the fence line
- Completed repave of the expanded corporation yard area
- Awarded bid and completed remodel of Community Center restrooms
- Completed remodel of restroom, shower, laundry facilities, and kitchenette in the Corporation Yard building, including the beginning of the infrastructure needed for forthcoming electric vehicle fleet
- Installed new shed for the Community Center
- Filed applications to amend the use permits for 203 Marin Ave and 305 Bell Lane
- Repaired a sewer pipeline on Lattie Lane that had been damaged by a fallen tree and as part of Phase E, will install 300 linear feet of new pipeline to service homes in the area. In addition, another sewer pipeline was replaced that was damaged by a fallen tree on Pine Hill Road
- Act as liaison between PG&E and residents for tower replacement project
- Began the process to create a Community Center Master Plan
- Began discussions with the County regarding the acquisition of the Cabin and coordinated the conditions assessment report of the Cabin
- Coordinated/sponsored new events, including the speaker series, movie night, trivia night (in coordination with the JunKtion), expanded Earth Day, Household Hazard Waste Day

- Received two new garbage trucks
- Received new Vactor truck
- A new driver was hired, filling the newly allocated fourth full-time driver position. The new driver will, among other things, reduce overtime and allow for a minimum staffing of three drivers per shift during vacations and sick days.
- Completed sewer improvement project Phase D. Originally designed for approximately 2,500 linear ft of sewer replacement, an additional 1,300 linear ft of sewer replacement on Northern and Glenwood Avenues added as a change order
- Awarded contract for sewer improvement project Phase E for approx. 2,300 linear ft. of sewer main pipeline replacement and 300 linear ft of new pipeline added (Lattie Lane)
- Clarified agreement with the Sherriff’s Office regarding parking
- SB1383 compliance continues through the receipt of the SB1383 regional grant and the hiring of a climate fellow
- Began assessment of the solar capacity on TCSD buildings
- Adopted Commemorative/Memorial Bench Policy
- Amended the personnel policy including Holiday In-Lieu Pay and a clarification on retiree health benefits
- Adopted 28 resolutions
- Received EPA approval of TCSD petition to terminate EPA Administrative Orders from 2008 regarding sewer collection system improvements and annual maintenance.
- Completed community survey and received an overall approval of 84%
- Continued to increase communication efforts by coordinating with PARC the distribution of informative door hangers to residents
- Supported and assisted PARC as they completed their 2024 Work Activity Plan of goals and tasks
